Did you know between 2008 and 2016, the Democratic Party lost more than 1500 local and state level elections? We had some success after the 2018 Midterms and having seen some of those gains taken back, Republicans still dominate municipal councils and county boards across the country. One of the most important means of beginning the long game is focusing on municipal races. These races are mostly non partisan and need only a push to get Democrats to the polls. 

  • One of the most difficult jobs for county democratic parties is recruiting candidates that understand their mission and what is required. 

  • Two huge stumbling blocks for potential candidates is funding to get set up and running, and operations. 

  • They don’t know where to start, and the thought of doing it alone keeps good community leaders from running for office.  

 

Here’s where you come in! Together, with your sponsorship, The Blue Empowerment Project team can help. We have created a partnership package that covers all the basic start-up needs of a Town Council, Town Alderman, City Council or School Board race. Having this available is a huge recruitment tool for county parties.  It also breaks down barriers that potential candidates face. Here’s how it works:

 

The investment needed depends on the target population:

Up to 10,000 people - $2500

Between 10,001-20,000 people - $3500

Between 20,001-30,000 people - $4,500

Between 30,001-40,000 people - $5,500

Between 40,001-50,000 people - $6,400

This provides:

 Strategic Planning/Platform:

Every successful campaign needs a framework of issues and operations. We arrange several meetings with potential candidates/actual candidates to discuss their positions, their outlook, and iron out the three priorities of their campaign and how best to go about marketing those priorities to the constituency.

Staff Recruitment/Committee Formation:

Every campaign needs two people, a candidate, and a treasurer. But, that is just the beginning of a successful campaign. A small group of supporters, trusted advisers, who will help with time, talent, and donations is all that’s needed as a foundation.

Technically, the candidate can be the treasurer, especially on smaller campaigns, but we recommend a separate person for this position.  We are there to help bring someone up to compliance with campaign finance law, and trained to make the campaign run smoothly. 

 

Registration and Filing Fees:

Most municipal council race filing fees are minimal. Most that do exist are less than $100 and are covered by The Blue Empowerment Project.

 

Fundraising:

Advising and assistance is provided to open a committee bank account and an ActBlue account for the candidate committee to cover the basics. Advice and assistance will be provided on fundraising best practices, to include media outreach as well as traditional event plans. 

 

Voter Lists for calling and canvassing:

Blue Empowerment Project invests in access to voter databases and will provide needed contact lists for covered campaigns to call and canvass.

Website Construction and Maintenance:

A basic candidate website will be constructed providing supporters and constituents access to the candidate’s public face and offer links and information for fundraising, scheduling, and social media operations.

 

Basic Candidate Marketing:

Packages (increases based on size of constituency)

Basic Package Includes:

1.  1000 standard business cards

2.  1000 color, double sided, candidate palm cards  

3.  150 double sided, 2 color, candidate lawn/street signs with stakes 

4.  150 magnetic campaign specific bumper signs, and two full size magnetic door signs, or 500 bumper stickers.

 

Media Interaction Support:

A difficult aspect for candidates is public presence and interaction with traditional media as well as modern social media vehicles. We provide direction and assistance with the formation of press releases, press statements, social media targeting and messaging.

 

Volunteer Recruitment/Training:

Though the core volunteers are part of the kitchen cabinet, no campaign will be successful without an extended group of activists willing to help with operations and outreach. The recruitment and training of volunteers will be provided by The Blue Empowerment Project, to include the building of a specific list of supporters to help maintain continuity between election cycles for candidates willing to run multiple campaigns over time.

 

Event Planning and Operational Support:

Knowing where to go and where not to go is one of the most important decisions made by candidates and campaigns. We provide a thorough review of all events within the campaign area.
